'They' let state governments make decisions which is an oxymoron to the very power they breathe. I don't see how that is power, it's avoiding accountability and responsibility for the outcomes. I guess, that's empowerment enough though because it's submissive and congruent to the nature inherent to US politics.
Personally, I am still absolutely disgusted with the US power hungry. It's time has passed, take the power and step away from the vehicle.
